This neighborhood had humble beginnings as a salt-marsh whose only visitors were ducks and their hunters. In the middle of the 19th century, M. C. Wicks began thinking of ideas to turn these proclaimed wetlands into a commercial port. This idea was visited several times throughout the decades; first in 1916 by the U.S. Army Corps of Engineers, and then in 1936 by the U.S. Congress. By 1953, the harbor began construction which was finished in the April of 1965.
